While openly criticizing the Prime Minister for his lack of clarity, inability to listen, and condescending attitude towards his respectable audience, Chenorhokian pointed out that in six years, the Prime Minister has significantly impacted Armenia’s economy, more than doubling the GDP and government budget and nearly triplin the defense budget and acknowledged that, among opposition leaders who remain unaware of realities and lack foresight, Pashinyan—despite his flaws— remains the only credible leader currently available to the country.

Addressing the demographic challenge—an existential threat to many nations—Chenorhokian highlighted the vulnerability of Artsakh, where a population density of just 10 people per square kilometer contributed to its strategic weakness. Using charts and figures, he referenced Israel’s strategic repopulation efforts and China’s urban development model for Shenzhen to propose a concrete plan for Armenia’s repopulation.

Chenorhokian lamented that successive Armenian governments have been irresponsible, repeatedly failing to seize golden political opportunities since the 1990s. He also pointed to the Diaspora’s role in this failure, criticizing it for having “applauded” corrupt governments instead of holding them accountable.

Concluding his report, he argued that the real “elephant in the room” is not the Prime Minister, but the Diaspora itself, which has been unable to coordinate and mobilize its full potential. He urged Armenians to rise above divisions and leverage their differences—whether in position, influence, or connections—wisely and collectively for the nation’s benefit.
