The 1991 Referendum on the Independence of Artsakh

On December 10, 1991, the Referendum of Independence was held in Artsakh and based on its result, the Independent Republic of Artsakh came into existence.
The voters’ list comprised 132.328 citizens eligible to vote. 82% of all voters participated, and 99% voted for independence.
The Referendum was conducted according to the “Temporary Regulation on Holding a Referendum in the Nagorno-Karabakh Republic” that came into force on November 27, 1991, during the session of the Nagorno-Karabakh Council of People’s Deputies.
The Central Electoral Commission of Artsakh had set the necessary conditions for holding the Referendum throughout the country, including Azerbaijani-populated settlements.
Several foreign outlets even covered the voting process. Unfortunately, on the day of the Referendum, Stepanakert, and other Armenian towns, came under fire, with 10 civilian deaths and 11 wounded reported.
